When I saw this I immediately think of what is going on in that scene.
"Shit the Kyūbijinchūriki is getting loose! SEND UNITS TO CONTAIN HIM!"
A Konoha sealing team is sent to neutralize him, but even from his chair, Naruto still manages to kill them all. Now that acidic chakra coupled with his immense strength is going to allow him to get free.
The level of detail in this is exquisite, particularly with the lighting and the Nine-Tails' chakra. I'm very impressed by the savagery of Naruto's expression and even the spittle coming from his mouth just further emphasises the level of detail in this piece. The blood effects are also good as well, such as the cast-off on the wall and the pooling around Naruto.
I'll admit that I'm curious as to the back-story for this piece, with Naruto seeming to be in both a holding/interrogation cell and wearing a strait-jacket, while the fact that one of the dead ninjas is wearing a Konoha headband simply makes me more curious about the situation in the picture.
Truthfully I can't notice any notice any major flaws with this and think that this is an extremely good piece of artwork.
